Does it produce ἀλήθεια (truth), μετάνοια (repentance), ἀγάπη (love), and εἰρήνη (peace), or does it produce control, confusion, fear of man, and dependence on institutions?
If it fails, reject it.

Your core point is sound: Παῦλος (Paul) gives a system that breaks dependence on external human authority.
But the most precise formulation is:
Παῦλος (Paul) does not teach dependence on scholars, clergy, councils, institutions, or consensus.
